Indian Student Complaints Surge in Russia

The increasing complaints from Indian students in Russia could negatively impact Russia's reputation as an educational hub, potentially shifting student flows to countries like Kazakhstan and Kyrgyzstan. This situation highlights risks for international education providers and could influence diplomatic relations between India and Russia.
New data from the India===Ministry of External Affairs (India) reveals that over half of all global complaints filed by Indian students in 2025, totaling more than 200 out of 350, originated from Russia. These complaints, which have sharply risen from 68 in 2023, concern exploitation, harassment, and racial discrimination. Indian students, predominantly pursuing medical courses, are attracted to Russia by lower fees and easier admissions, but now face significant safety concerns, mental harassment, and threats of expulsion from universities. Many incidents go unreported due to fear of retaliation. Student associations like the Foreign Medical Graduates Association of India confirm these issues and report a significant decline in Indian students choosing Russia, with many now opting for Kazakhstan and Kyrgyzstan. Kirti Vardhan Singh, Minister of State for External Affairs, stated that Indian missions are actively involved in student welfare.
