The new regulations by the Ghana===National Communications Authority will likely lead to increased capital expenditure for mobile network operators like MTN Group===MTN Group, Vodafone===Vodafone Ghana, and AirtelTigo to upgrade their infrastructure. This could impact their profitability in the short term but is expected to improve service quality for consumers in Ghana.
The Ghana===National Communications Authority has announced immediate amendments to the Quality of Service (QoS) Key Performance Indicators (KPIs) for mobile telecommunications services in Ghana. These updated KPIs introduce more stringent, measurable, and enforceable performance thresholds for voice, data, and messaging services across all Metropolitan, Municipal, and District Assemblies. Key changes include reducing the maximum Call Drop Rate to less than 1%, requiring a Call Connection Success Rate exceeding 95%, and setting a minimum Mean Opinion Score of 3.0 for 2G services. For data, 3G download speeds must now exceed 1 Mbps, and messaging services require a 98% delivery success rate within five seconds. Additionally, mobile network operators are now mandatorily required to extend network coverage to all constituent towns within every MMDA. The Ghana===National Communications Authority will intensify monitoring and impose sanctions on operators that fail to meet these new standards, which are enforceable under their license conditions.
