More than a dozen international humanitarian organizations, including Médecins Sans Frontières, Oxfam, the Norwegian Refugee Council, and CARE, have petitioned Israel's Supreme Court to block an order that would force 37 NGOs to cease operations in Gaza, the West Bank, and East Jerusalem. The NGOs were notified on December 30, 2025, that their Israeli registrations had expired and were given 60 days to renew them by providing lists of their Palestinian staff. They have proposed alternatives to handing over staff lists, such as independent sanctions screening. The United Nations reports that 133 NGO workers have been killed in Gaza since October 7, 2023, including 15 MSF employees. This ban follows Israel's earlier decision to ban International===UNRWA from Israel, accusing it of employing individuals involved in the October 7 attack.
