Key concerns include a proposal to grant independent constitutional status to the Ghana===Controller and Accountant-General s Department (CAGD), which CLOGSAG insists should remain under the Ghana===Ministry of Finance, Ghana to prevent institutional confusion and weakened fiscal coordination. CLOGSAG also opposes granting the Ghana===Council of State (Ghana) powers to recruit and nominate the Controller and Accountant-General and the Head of the Civil Service, arguing these responsibilities belong with governing councils. The association advocates for an independent Fiscal Responsibility Council and amendments to constitutional articles to strengthen accountability and professionalism in public service appointments, while rejecting proposals for phased election of Metropolitan, Municipal and District Chief Executives and the creation of an Independent Devolution Commission.
