A new study by the IBM — Institute for Business Value, in cooperation with Oxford Economics, reveals that two-thirds of surveyed CIOs and CTOs are accountable for AI systems they do not fully control as AI deployment scales. The study, based on a survey of 2,000 C-level technology executives, indicates that governance is struggling to keep pace with AI adoption, leading to increased operational and security risks. Only 11% of respondents feel fully prepared for the anticipated scale of AI agent deployment by 2027. The research suggests that organizations embedding control into their AI systems experience fewer incidents and achieve stronger performance outcomes. IBM's CIO, Matt Lyteson, emphasized the need for redesigning how organizations control, govern, and invest in AI to scale with confidence. The study also projects a 71% increase in AI spend as a percentage of IT budgets by 2027.
